ENVIRONMENT AND NATURAL RESOURCES POLICY COMMITTEE

MINUTES

Representative David Dill, Chair of the Environment and Natural Resources Policy Committee, called the eighth meeting to order at 4:05 p.m., on February 26, 2013, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Fabian moved the minutes of February 20, 2013 be approved.

MOTION PREVAILED

Representative Benson moved HF 461 - requiring rulemaking to allow mechanical control of hybrid and narrow-leaved cattail without an aquatic plant management permit - be recommended to pass and be re-referred to the Committee on Governmental Operations.

Representative Benson moved amendment H0461DE1 to HF 461.

MOTION PREVAILED

Peter Davis, President of the Shavers Lake Preservation Association, spoke in favor of the bill.

Dirk Peterson, Department of Natural Resources, presented the department's concerns.

Representative Benson moved that HF 461, as amended, be recommended to pass and be placed on the General Register.
MOTION PREVAILED

Representative Hackbarth moved that HF 657 - removing spearing restrictions from certain lakes - be laid over for possible inclusion in the Omnibus Game and Fish bill.

Roger Goschel and Tim Spreck of the Minnesota Darkhouse & Angling Association, spoke on behalf of HF 657.

Lance Ness, Anglers for Habitat & Wildlife Legislative Alliance, indicated a neural stand on the bill.

Kathy DonCarlos and Dirk Peterson, Department of Natural Resources, commented on the department's perspective on the bill.

Representative Hackbarth moved that HF 657 be recommended to pass and be placed on the General Register.
MOTION PREVAILED

Representative Persell moved HF 896 - requiring the installation of electric fish barriers - be recommended to pass and be re-referred to the Environment, Natural Resources and Agriculture Finance Committee.

Bob Meier, Department of Natural Resources, commented on the bill and discussed the department's plans.

Also speaking in regard to HF 896 were Tim Dimond, private citizen and Lance Ness, Anglers for Habitat and Fish and Wildlife Legislative Alliance.

Representative Hackbarth moved amendment HO896DE3 to HF 896, with the deletion of section 2 incorporated.
MOTION PREVAILED


HF 896, as amended, was laid over for future consideration.
