Representative Lesch, Chair of Committee on Civil Law, called the meeting to order at 8:20 AM, February 27, 2013 in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair Lesch moved to approve February 26, 2013 minutes. The motion prevailed. The minutes were approved.

Chair Lesch moved to reconsider February 20, 2013 minutes. The motion prevailed. The minutes were approved.

HF 252 (Allen) Child placement proceedings modified (Continued from February 26, 2013).

Representative Allen moved H252 be recommended to pass, as amended, and be re-referred to the Committee on Judiciary Finance and Policy. The motion prevailed.

HF 54 (Mullery) Consumer fraud regulated.

Representative moved to amend HF54 (see attachment H0054A1). The motion prevailed. The motion was adopted.

Representative Mullery moved HF54 be recommended to pass, as amended, and be re-referred to the committee on Commerce and Consumer Protection Finance and Policy. The motion prevailed.

Chairman Lesch reconvened hearing at 7 PM.

HF 83 (Freiberg) Tenant remedies provided, single point of contact and various notice provisions provided relating to mortgage foreclosures, mortgage foreclosure dual tracking prohibited, and mandatory mediation required prior to commencing a mortgage foreclosure.

Chair Lesch moved to amend HF 83 (See attachment H0083A16). The motion prevailed. The amendment was adopted.

Representative Freiberg presented his bill.
