MINUTES

Representative Holberg, Chair of the Ways and Means Committee, called the meeting to order at 8:00 P.M. on March 19, 2012, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was not present.

Representative Holberg officially called the meeting to order at 8:06 P.M. A quorum was present.

Representative Buesgens moved to approve the minutes from the committee meeting on March 13. THE MOTION PREVAILED.

HF2337 (Davids): State and local government finance provisions changed relating to taxation, and money appropriated.

Representative Davids moved HF 2337 be recommended to pass and be placed on the General Register.

Representative Davids moved the H2337A38 Amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Davids moved to orally amend HF 2337 as follows:

Page 92, line 3, delete "$......." and insert "$25,000"

THE MOTION PREVAILED. THE ORAL AMENDMENT WAS ADOPTED.

Representative Davids renewed his motion that HF 2337, as amended, be recommended to pass and be placed on the General Register. Representative Carlson requested a roll call vote.

The following nine members voted Nay:
CARLSON, BRYNAERT, CHAMPION, EKEN, KAHN, LENCZEWSKI, PELOWSKI, RUKAVINA, WAGENIUS

The following sixteen members voted Yea:

On a vote of 16 yeas and 9 nays, THE MOTION PREVAILED.

HF2415 (Cornish): Fugitive apprehension unit authorized to apply for search warrants, commissioner directed to implement a gardening program at state correctional facilities, selection criteria narrowed for challenge incarceration program, and victim notification permitted to include electronic and written notification.

Representative Holberg moved HF 2415 be recommended to pass and be placed on the General Register.

Representative Holberg moved to insert the language of HF 467 Second Engrossment to HF 2415. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Holberg renewed her motion that HF 2415, as amended, be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

SF1586 (Gottwalt): Vulnerable adult neglect crime felony deprivation penalty creation.

Representative Holberg moved SF 1586 be recommended to pass and be placed on the General Register.

Representative Gottwalt moved to delete the language in SF 1586 and insert the language of HF 1945 Second Engrossment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Gottwalt moved the H1945A1 Amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Holberg renewed her motion that SF 1586, as amended, be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

HF2582 (Gunther): Unemployment insurance federal conformity, policy, and other housekeeping changes made.

Representative Gunther moved HF 2582 be recommended to pass and be placed on the General Register.

Representative Gunther moved the A12-0742 Amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Gunther renewed his motion that HF 2582, as amended, be recommended to pass and be placed on the General Regsiter. THE MOTION PREVAILED.

The meeting was adjourned at 8:52 P.M.
