TRANSPORTATION POLICY AND FINANCE

MINUTES

Representative Beard, Chair of the Transportation Policy and Finance Committee, called the meeting to order at 12:40 P.M. on Monday, February 13, 2012, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

No members were excused.

A quorum was present.

Representative Nelson moved that the minutes from the committee meeting on February 8, 2012, be approved. THE MOTION PREVAILED.

HF39 (Norton) Highway 14 designated as Black and Yellow Trail.

Representative Eken moved HF39.

Representative Eken moved an oral amendment to HF39 as follows:
Page 1, line 1.7, delete "Legislative Route No. 7," and delete "as"

Representative Eken moved to incorporate the oral amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Norton presented HF39.

Testifiers: Raymond Ricketts, Constituent of District 29B, and
Erik Rudeen, MnDOT Government Affairs.

HF39 was laid over for possible inclusion in the Omnibus Transportation Policy Bill.

Minnesota Department of Transportation presentation of the biennial expenditures report.
Tracy Hatch, MnDOT Chief Financial Officer,
Frank, Pafko, Director, MnDOT Office of Environmental Stewardship, and
Scott Peterson, MnDOT Government Affairs.

Update from the Minnesota Department of Transportation on contractor claims process.
Jon Chiglo, Director, MnDOT Engineering Services Division, and
Scott Peterson, MnDOT Government Affairs.

Representative Murdock assumed the gavel at 1:32 P.M.

HF1971 (Beard) Highways contingent appropriations provided.

Representative Beard moved that HF1971 be recommended to pass and re-referred to the General Register.

Representative Beard presented HF 1971.

Testifiers: Tim Worke, Associated General Contractors of Minnesota,
Lori O'Malley, President, O'Malley Construction Inc., and
Margaret Donahoe, MN Transportation Alliance.

HF 1971 was laid over.

The meeting was adjourned at 2:12 P.M.
