MINUTES

Representative Beard, Chair of the Transportation Policy and Finance Committee, called the meeting to order at 12:35 P.M. on Wednesday, April 13, 2011, in the Basement of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative Benson moved that the minutes from the committee meeting on April 11, 2011 be approved. THE MOTION PREVAILED.

HF615 (Buesgens) Driver education requirements modified for obtaining an instruction permit.

Representative Buesgens moved that HF615 be recommended to pass, as amended, and re-referred to the committee on Public Safety and Crime Prevention Policy and Finance.

Representative Buesgens moved the H0615DE1 amendment.

Representative Buesgens moved to incorporate the H0615DE1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Buesgens moved the H0615A1 amendment.

Representative Buesgens moved to incorporate the H0615A1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Buesgens presented HF615.

Representative Buesgens renewed his motion that HF615 be recommended to pass, as amended, and re-referred to the committee on Public Safety and Crime Prevention Policy and Finance. THE MOTION PREVAILED.

HF867 (Anderson) Driving instruction permit provisions modified and clarified.

Representative Benson moved that HF867 be recommended to pass and be re-referred to the General Register.
Representative Benson moved the H0867DE1 amendment.

Representative Benson moved to incorporate the H0867DE1 amendment. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Anderson presented HF867.
Testifying: Pat McCormack, Director, Driver and Vehicle Services.

Representative Benson amended his motion that HF867 be recommended to pass, as amended, and re-referred to the General Register.

HF867 was laid over.

HF1289 (Mack) Buses provisions modified authorizing the use of highway shoulders.

Representative Hornstein moved that HF1289 be recommended to pass and re-referred to the Committee on Public Safety and Crime Prevention Policy and Finance.

HF1374 (Garofalo) Farmington; deputy registrar and driver's license agent appointment governed.

HF493 (Vogel) Motor vehicle dealer record alternative site authorized, motor vehicle registration provision modified, and vehicle history information treatment provision added.

Representative Vogel moved that HF493 be recommended to pass and re-referred to the General Register.

Representative Vogel moved H0493A1.

Representative Vogel moved to make an oral amendment to H0493A1 as follows:
After 1.1 of the amendment,
Page 1, line 17, strike "However."

Representative Vogel moved to incorporate the H0493A1 amendment, as amended. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

HF1361 (Buesgens) Public impound lot definition modified.

Representative Buesgens moved that HF1361 be recommended to pass and re-referred to the General Register.

Representative Buesgens moved the A11-0326 amendment.

Representative Buesgens moved to modify the A11-0326 amendment as follows:
Page 1, line 7, delete the quotation marks.

Representative Buesgens moved to incorporate the A11-0326 amendment, as modified. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Representative Buesgens presented HF1361.
Testifying: Robert Leighton, Minnesota Professional Towing Association,
Art Smith, Auto Medics, Minnesota Professional Towing Association, and
Mark Bonstrom, Mark's Towing, Minnesota Professional Towing Association.

HF459 (Fritz) Deputy John W. Liebenstein Memorial Highway designated.
