MINUTES

Representative Lanning, Chair of the State Government Finance Committee, called the meeting to order at 8:21 a.m. on May 4, 2011, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative McFarlane and Joe Mathews, Policy Analyst for the Association of Minnesota Counties testified on HF 1579.

A quorum was present.

Representative Banaian moved that the minutes from the committee meeting on May 3, 2011, be approved. THE MOTION PREVAILED.

Chair Lanning moved HF 1579.

Chair Lanning moved the HF1579A4 amendment to HF 1579.

Tony Murphy, Beltrami County Administrator testified on HF 1579.

Representative Benson moved the HF 1579A5 amendment to the HF1579A4 amendment to HF 1579.

Representative Benson modified the HF1579A5 on page 1, line 4 to read: "Page 2, line 17, delete everything before "shall" and insert "Nothing in sections 402A.60 to 402A.95."

Representative Benson moved the HF 1579A5 amendment, as modified, to the HF1579A4 amendment to HF 1579. THE MOTION PREVAILED.

Chair Lanning moved the HF1579A4 amendment, as amended, to HF 1579. THE MOTION PREVAILED.

Chair Lanning moved that HF 1579, as amended, be recommended to pass and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

Representative Banaian moved the H1506DE2 amendment to HF 1506.

Representative Banaian; Katharine Barondeau, Budget Officer with Minnesota Management and Budget (MMB); and Greg Hubinger, Director of the Legislative Coordinating Committee testified on HF 1506.

Representative Banaian moved the H1506DE2 amendment to HF 1506. THE MOTION PREVAILED.

Representative Banaian moved the H1506A3 amendment to HF 1506, as amended. THE MOTION PREVAILED.

Representative Banaian moved that HF 1506, as amended, be recommended to pass and re-referred to Ways and Means. THE MOTION PREVAILED.

Representative Downey moved the HF0545A2 amendment to HF 545. THE MOTION PREVAILED.

Chair Lanning laid over HF 545 for further consideration.

The meeting was adjourned at 9:50 a.m.
