MINUTES

Representative Gottwalt, Chair, of the Health and Human Services Reform Committee, called the meeting to order at 2:31 P.M. on March 15, 2011, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

The meeting was officially called to order at 2:37 P.M. A quorum was present.

HF364 (Lanning) Detoxification services interstate contracts provided.

Representative Gottwalt moved that HF364 be recommended to pass and be re-referred to the Committee on Health and Human Services Finance.

Representative Lanning and Michelle Lawson, Interim Clay County Attorney testified on HF364.

Representative Gottwalt officially called the meeting to order at 2:37. A quorum was present.

Representative Gottwalt renewed his motion that HF364 be recommended to pass and be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

HF233 (Sanders) Department of Human Services required to issue a request for proposals for a Medicaid fraud detection and business intelligence contract.

Representative Gottwalt moved that HF233 be recommended to pass and be re-referred to the
Committee on Government Relations and Elections.

Representative Sanders, Shannon Kajoz, Minnesota Department of Human Services, and Joe Zilka of SAS testified on HF233.

Representative Gottwalt renewed his motion that HF233 be recommended to pass and be re-referred to the Committee Government Relations and Elections. THE MOTION PREVAILED.

HF584 (Dettmer) Adult foster care and family adult day services license requirements modified, and Commissioner of Human Services directed to apply for federal waiver for medical assistance reimbursement.

Representative Gottwalt moved that HF584 be recommended to pass and be re-referred to the
Committee on Health and Human Services Finance.

Testifying on HF584 were Representative Dettmer, Mary Johnson, RN, Program Operator
Rhonda Sivarajjah, Anoka County Chair of the Board of Commissioners, Mark Toogar, Minnesota Department of Human Services, Darrell Paulson, Disabilities Advocate, Steve Larson, Public Policy Director, The Arc of Minnesota.

Representative Gottwalt renewed his motion that HF584 be recommended to pass and be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

HF171 (Daudt) MFIP electronic benefit transfers modified, and photo identification required.

Representative Gottwalt moved that HF171 be recommended to pass and be re-referred to the Committee on Health and Human Services Finance.

Testifying on HF171 were Representative Daudt, Jamie Pfuhl, President, Minnesota Grocers Association, Angel Buechner, Welfare Rights Committee, Jessica L. Webster, Attorney, Legal Services Advocacy Project, Deborah Schlick, Executive Director, Affirmative Options Coalition,
Colleen Moriarty, Executive Director, Hunger Solutions Minnesota, and Bernie Hesse, Local 1189 United Food & Commercial Workers.

Representative Franson moved the H0171A2 amendment. THE MOTION WAS WITHDRAWN.

Representative Franson moved the H0171A3 amendment. THE AMENDMENT WAS ADOPTED.

The committee was recessed at 4:20 P.M.

The committee was re-convened at 6:02 P.M.

Representative Gottwalt moved the H0171A2 amendment. THE AMENDMENT WAS ADOPTED.

Representative Gottwalt renewed his motion that HF171 be recommended to pass and be re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

HF937 (Schomacker) Nursing facility provisions modified.

Representative Gottwalt moved that HF937 be recommended to pass and be re-referred to the Committee on Health and Human Services Finance.

Testifying on HF937 were Representative Schomacker and Bob Held, Minnesota Department of Human Services.

Representative Gottwalt moved the H0937A1 amendment. THE AMENDMENT WAS ADOPTED.

Representative Gottwalt moved the following oral amendment.
L.1.23 strike "criterion" and insert "criteria"
L.2.17 Between "standard" and "the" insert "an amount lower than"
L.22 after "agencies" insert "and area agencies on aging"
L. 3.15 & 3.16 the "….." are rules 4655.1070 through 4655.1098
THE AMENDMENT WAS ADOPTED.

Representative Gottwalt renewed his motion that HF937 be recommended to pass and be
re-referred to the Committee on Health and Human Services Finance. THE MOTION PREVAILED.

HF201 (Scott) Abortion funding limited for state-sponsored health programs.

Representative Gottwalt moved that HF201 be recommended to pass and be referred to the
Committee on Judiciary Policy and Finance.

Testifying on HF201 were Representative Scott, Pastor Doug Donnelly, University Baptist Church, Professor David Schultz, Hamline University (written testimony read by Linnea House, MN-NARAL), Jordon Bauer, MCCL and Karen Law, Pro Choice Resources

Representative Gottwalt renewed his motion that HF201 be recommended to pass and be
re-referred to the Committee on Judiciary Policy and Finance.

Representative Quam requested a roll call.

The vote was as follows:

Voting AYE were Representatives Gottwalt, Mack, Abeler, Barrett, Benson, Franson, Fritz, Gruenhagen, Kiffmeyer, Lohmer, McDonald, McElfatrick, Quam

Voting NAY were Representatives Liebling, Loeffler, Moran, Murphy.

Absent were: Hosch, Huntley, Norton, and Peterson.

On a vote of 13 AYES and 4 NAYS THE MOTION PREVAILED.

HF668 (McDonald) Medical nonemergency transportation single administrative structure proposal development directed.

Representative McDonald moved that HF668 be recommended to pass and be referred to the
Committee on Health and Human Services Finance.

Representative McDonald moved the H0668DE2 amendment. THE AMENDMENT WAS ADOPTED.

Testifying on HF668 were Representative McDonald, Claudia Brewington, Ramsey county IGR,
Kathy Lamp, Hennepin County IGR, and Sue Abderholden, NAMI.

Representative McDonald moved to lay the bill on the table. THE MOTION PREVAILED.

HF745 (Mack) Autism Spectrum Disorder Task Force created, appointments provided, and development of a statewide strategic plan required.

Representative Mack moved that HF745 be recommended to pass and sent to the Committee on Government Regulations and Elections.

Representative Mack moved to orally amend HF745 by: L. 1.18 change "Medicine" to "Physicians" THE ORAL AMENDMENT WAS ADOPTED.

Testifying on HF745 were Representative Mack, Dawn Steigauf, President, Autism Society of Minnesota, AJ Paron-Wildes, Idil Abdull, Somali American Autism Foundation and Jean Bender, The ARC Minnesota.

Representative Mack renewed her motion that HF745, as amended, be recommended to pass and sent to the Committee on Government Regulations and Elections. THE MOTION PREVAILED.


HF746 (Mack) Department of Human Services required to issue a request for proposals for an integrated online eligibility and application portal for food support, cash assistance, child care, and health care programs.

Representative Mack moved that HF746 be recommended to pass and sent to the Committee on Government Regulations and Elections.

Testifying on HF746 were Representative Mack, Steve Dahl, Deloitte, John Apitz, 2nd Harvest heartland, Troy Mangan, Minnesota Department of Human Services, and Jim Koppel, Children's Defense Fund.

Representative Mack renewed her motion that HF746 be recommended to pass and sent to the Committee on Government Regulations and Elections. THE MOTION PREVAILED.

The meeting was adjourned at 9:48 P.M.
