MINUTES

A quorum was present and Representative Erickson, Chair of the Education Reform Committee, called the meeting to order at 8:17 AM on January 27, 2011, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

Representative O’Driscoll moved that the minutes from the committee meeting on January 25, 2011 be approved. THE MOTION PREVAILED AND THE MINUTES WERE APPROVED.

The committee heard presentations.

Craig Schoenecker, System Director for Research, Minnesota State Colleges and Universities
John Kellogg, Office of Institutional Research, University of Minnesota
Peter Radcliff, Director of Planning and Analysis, University of Minnesota
Joe Nathan, Director, Center for School Change

HF115 (Barrett) School district January 15 deadline repealed by which a collective bargaining agreement must be reached or face a state aid penalty.

Representative Barrett moved HF115, presented the bill and stood for questions.

The committee heard testifiers for the bill.

The committee heard testimony against the bill.

Representative Barrett renewed the motion that HF115 be recommended to pass and re-referred to the Education Finance Committee, and requested a roll call vote.

HF92 (Downey) Teacher contract deadline aid penalty repealed.

Representative Kiel moved the bill.

Representative Downey presented the bill and the committee heard testifiers for the bill.
