EDUCATION REFORM

MINUTES

A quorum was present and Representative Erickson, Chair of the Education Reform Committee, called the meeting to order at 6:00 PM on March 14, 2011, in the Basement Hearing Room of the State Office Building.

The Committee Legislative Assistant noted the roll.

O’Driscoll moved that the minutes from the committee meeting on March 10, 2011, be approved. THE MOTION PREVAILED AND THE MINUTES WERE APPROVED.

HF 945 (Petersen) Teacher licensure, evaluations, and tenure modified.

Representative Petersen, B, moved that HF 945 be recommended to pass and re-referred to the Committee on Education Finance. Representative Petersen, B, moved the H0945DE2 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED. Representative Petersen, B, moved the H0945A3 amendment. THE MOTION PREVAILED AND THE AMENDMENT WAS ADOPTED.

Representative Petersen, B, presented the bill and stood for questions.

The committee heard testimony for the bill.

The committee heard testimony against the bill.

The committee heard testimony on the bill.

Brian Shekleton, Director of Government Relations, Minnesota Department of Education

The testifiers stood for questions.

Representative Petersen renewed the motion that HF 945, as amended, be recommended to pass and re-referred to the Committee on Education Finance. THE MOTION PREVAILED.

HF 947 (Erickson) Alternative teacher pay system modified.

Representative Erickson moved that HF 947 be recommended to pass and re-referred to the Committee on Education Finance.

Chair Doepke incorporated the following technical changes into HF 947 as follows:

Page 4, line 4.10, insert "or" after "if the applicant is a school district,".
Page 4, line 4.11, delete ", or school site,".

Representative McFarlane assumed the gavel at 9:50 PM.

Representative Erickson presented the bill and stood for questions.
