MINUTES

Representative Hoppe, Chair of the Commerce and Regulatory Reform Committee, called the meeting to order at on 6:30 pm on April 28, 2011, in room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

A quorum was present.

Representative Davids moved HF1384.

Representative Atkins moved an oral amendment. On line 3.17, after the word "unless" insert "within 60 days after the contribution." The motion prevailed. The amendment was adopted.

Gloria Lewis, CEO of Big Brothers and Big Sisters testified.

Susie Brown from MN Council of Non Profits testified.

Robert McCullom, attorney at law testified.

Representative Davids renewed his motion that HF1384 be recommended to pass as amended and be re-referred to the General Register. The motion prevailed.

Representative Stensrud moved the minutes for April 27, 2011. The motion prevailed.

Representative Sarah Anderson moved HF0611 and recommended that it be passed and re-referred to the Ways and Means Committee.

Representative Urdahl introduced HF0611.

Representative Sarah Anderson moved amendment H0611DE1. The motion prevailed. The amendment was adopted.

Kevin Walli from MN Community Capital Fund testified.

Scott Martin from MN Community Capital Fund testified.

Representative Sarah Anderson renewed her motion that HF0611 be recommended to pass as amended and be re-referred to the Ways and Means Committee.

Representative Hoppe handed the gavel to Representative Sarah Anderson at 6:57 pm.

Representative Hoppe moved HF0371 and recommended that it be passed and re-referred to the Health and Human Services Reform Committee.

Grace Keller from MN School Board Association testified.

Ann Finn from MN League of Cities testified.

Representative Hoppe moved amendment H0371A2.

Samuel Walseth from MN Service Cooperatives testified.

Jan Alswager from Education MN testified.

Jim Granger from Education MN testified.

Barbara Cox from HealthPartners testified.

Representative Hoppe renewed his motion on amendment H0371A2. The motion prevailed. The amendment was adopted.

Brian Rice testified.

Representative Hoppe moved an oral amendment to delete section 2. The motion prevailed. The amendment was adopted.

Representative Hoppe renewed his motion that HF0371 be recommended to pass as amended and re-referred to Health and Human Services Reform Committee. The motion prevailed. The

Representative Atkins moved HF1326 and recommended that it be re-referred to the General Register.

Representative Atkins moved amendment H1326DE2. The motion prevailed. The amendment was adopted.

Representative Mullery moved amendment H1326A16.

Representative Mullery withdrew his motion.

Representative Mullery withdrew his motion.

Representative Atkins renewed his motion that HF1326 be recommended to pass as amended and re-referred to the General Register.

Representative Hoppe moved that HF0834 be recommended to pass and re-referred to the Health and Human Services Reform Committee.

Kathryn Kmit from MN Council of Health Plans testified.

Lisa Bodine from MN Chamber of Commerce testified.

Jan Alswager from Education MN testified.

Representative Hoppe renewed his motion that HF0834 be recommended to pass and re-referred to the Health and Human Services Reform Committee. The motion prevailed.

The chair adjourned the meeting at 8:30 pm.
