MINUTES

Representative Hoppe, Chair of the Commerce and Regulatory Reform Committee, called the meeting to order at 2:35:18 p.m., on March 8, 2011, in the basement hearing room of the State Office Building.

The Committee Legislative Assistant noted the roll.

SLOCUM, Linda was excused.
A quorum was present.
Representative O’Driscoll moved to approve the minutes for March 2, 2011. The motion prevailed.
Representative Johnson moved HF0248 and recommended that it be passed and referred to the Health and Human Services Finance Committee.
Representative Loeffler introduced HF0248.
Representative Johnson renewed his motion. The motion prevailed.
Representative Diane Anderson renewed her motion that HF0072 be recommended to pass and referred to the General Register.
Representative Atkins requested a roll-call.
The following members voted in favor of the motion:
HOPPE, SANDERS, ANDERSON D., ANDERSON S., ANZELC, CRAWFORD, DAUDT, DAVIDS, KIEFFER, LOON, MAZOROL, MURDOCK, NELSON, O’DRISCOLL, STENSRUD.
The following members voted against the motion:
ATKINS, DITTRICH, JOHNSON, LILLIE, MULLERY, TILLBERRY.
The following members were absent:
SLOCUM.
Representative Anderson’s motion prevailed (16-6-1).
Representative Sanders moved that HF0837 be recommended to pass and referred to the General Register.
Representative Sanders introduced HF0837.
Peter Thrane from Leonard Street Deinard testified.
Gary Thaden from Minnesota Mechanical Contractors Association testified.
Luke Westman from Metro Association of Plumbing-Heating-Cooling Contractors testified.
Phil Raines from Association of Builders and Contractors testified.
HF837 was laid over for action in another Commerce Committee meeting.
The meeting was adjourned at 3:17 pm.

  • HF72 (Beard) - Increased carbon dioxide emissions by utilities ban removed.
  • HF248 (Loeffler) - Small Group Health Insurance Market Working Group recommendation enacted by repealing a requirement that small employers that do not offer group health coverage either offer, or file a form with the state stating a decision not to offer, a Section 125 plan through which employees may contribute wages to a pretax account from which to pay for individual health insurance.
  • HF837 (Sanders) - Air admittance valve building code requirements modified to create jobs through innovative technology.
