Representative Carlson, Chair of the Finance Committee, called the meeting to order at
8:20 P.M. on Monday, May 11, 2009, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Rep. Knuth moved approval of the minutes of Friday, May 8, 2009. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Chair Carlson moved adoption of the State Government Finance Division Report for HF1032, Second Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Chair Carlson moved that SF0727, Second Engrossment, be recommended to pass and re-referred to the Committee on Ways and Means.

Rep. Fritz presented SF0727, Second Engrossment (Fritz) Self-advocacy program established for persons with developmental disabilities, and appropriated money transferred. Also testifying was Rick Cardenas, Advocating Change Together.

Chair Carlson renewed the motion that SF0727, Second Engrossment, be recommended to pass and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

Rep. Winkler moved adoption of the State Government Finance Division Report for HF1351, First Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOTPED.

Rep. Winkler moved that SF1331, Third Engrossment, be recommended to pass and re-referred to the Committee on Ways and Means.

Rep. Winkler moved to amend SF1331, Third Engrossment, (See attached amendment H1351DE1. THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Winkler presented SF1331, Third Engrossment, as amended, Absentee ballot requirements and provisions modified.

Beth Fraser, Director of Government Affairs, Secretary of State, testified on SF1331, Third Engrossment, as amended.



Rep. Winkler renewed the motion that SF1331, Third Engrossment, as amended, be recommended to pass and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

Rep. Simon moved adoption of the State Government Finance Division Report for HF1053, First Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOTPED.

Rep. Simon moved that HF1053, First Committee Engrossment, be recommended to pass and re-referred to the Committee on Ways and Means.

Rep. Simon presented HF1053, First Committee Engrossment (Simon) Public officials required to provide additional data to the secretary of state for use in maintaining the voter registration system, and automatic voter registration of applicants for a driver's license, instruction permit, or identification card provided, and certain notice requirements changed. Also testifying on the bill was Beth Fraser, Director of Government Affairs, Secretary of State.

Vice-Chair Benson assumed the chair.

Rep. Simon renewed the motion that HF1053, First Committee Engrossment, be recommended to pass and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

Rep. Kahn moved adoption of the State Government Finance Division report for HF0866, Second Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Kahn moved SF0915, Second Engrossment, be recommended to pass and re-referred to the Committee on Taxes.

Rep. Kahn moved to delete the language from SF0915, Second Engrossment, and insert the house language from HF0866, Second Committee Engrossment. THE MOTION PREVAILED.

Rep. Hosch presented HF0866/SF0915, as amended (Hosch/Dibble) School districts required to obtain employee health coverage through the public employees insurance program.

Rep. Kahn renewed the motion that SF0915, Second Engrossment, as amended, be recommended to pass and re-referred to the Committee on Taxes. THE MOTION PREVAILED.

Rep. Huntley moved adoption of the Health Care and Human Services Finance Division Report for HF1708, First Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Huntley moved that HF1708, First Committee Engrossment, be recommended to pass and be placed on the General Register.

Rep. Huntley moved to amend HF1708, First Committee Engrossment. (See attached amendment HDA-278).

Rep. Huntley moved to incorporate an oral amendment to Amendment HDA-278, as follows:

Page 1, line 3, after "23" insert "line 23"
Page 1, line 7, delete "July 1, 2009" and insert "January 1, 2010"

THE MOTION PREVAILED. THE AMENDMENT, AS AMENDED, WAS ADOPTED.

Rep. Hosch presented HF1708, First Committee Engrossment, as amended, (Hosch) Mental health provisions amended, medical assistance reimbursement and eligibility changed, provider qualification and training requirements changed, mental health behavioral aide services amended, an excluded service added, special contracts with bordering states changed, and new methodology rate required.

Mark Shepard, House Research, responded to questions regarding HF1708, First Committee Engrossment, as amended.

Rep. Huntley renewed the motion that HF1708, First Committee Engrossment, as amended, be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

Rep. Hausman moved that HF0796 be recommended to pass and re-referred to the Committee on Ways and Means.

Rep. Hausman moved to amend HF0796. (See attached amendment HDA-276). THE MOTION PREVAILED. THE AMENDMENT WAS ADOTPED.

Rep. Morrow presented HF0796, as amended (Morrow) Minnesota First bond sale authorized.

Rep. Hausman renewed the motion that HF0796, as amended, be recommended to pass and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

Rep. Kahn moved adoption of the State Government Finance Division Report for HF0354, First Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Kahn moved that HF0354, First Committee Engrossment, be recommended to pass and re-referred to the Committee on Ways and Means.

Rep. Hilstrom presented HF0354, First Committee Engrossment (Hilstrom) Mortgage foreclosure proceedings on homestead property mediation provided prior to commencement, and homestead-lender mediation account created.

Rep. Kahn renewed the motion that HF0354, First Committee Engrossment, be recommended to pass and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

Rep. Kahn moved that HF1219 be recommended to pass and re-referred to the Committee on Ways and Means.

Rep. Kahn moved to amend HF1219. (See attached amendment H1219A1). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Kahn presented HF1219, as amended (Kahn) Health insurance benefit availability required for domestic partners of state employees if they are also made available to spouses.

Rep. Kahn renewed the motion that HF1219, as amended, be recommended to pass and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

Rep. Kahn moved adoption of the State Government Finance Division Report for HF0723, First Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Murphy, M. moved that HF0723, First Committee Engrossment be recommended to pass and re-referred to the Committee on Ways and Means.

Rep. Thissen moved to amend HF0723, First Committee Engrossment. (See attached amendment H0723A4).

Rep. Thissen moved to incorporate an oral amendment to Amendment H0723A4, as follows:

Representative Murphy presented HF0723, First Committee Engrossment, as amended (Murphy,M) Various retirement plans. Also testifying on the bill was Lawrence Martin, Executive Director, Legislative Commission on Pensions and Retirement Commission.

Rep. Murphy moved to amend HF0723, First Committee Engrossment, as amended, (See attached amendment H0723-4A). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.
