Representative Carlson, Chair of the Finance Committee, called the meeting to order at
8:03 A.M. on Wednesday, May 6, 2009, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Rep. Murphy moved adoption of the Cultural and Outdoor Resources Finance Division Report for HF1231, First Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Murphy moved that HF1231, First Committee Engrossment, be recommended to pass and re-referred to the Committee on Rules and Legislative Administration.

Rep. Murphy moved to amend HF1231, First Committee Engrossment. (See attached amendment A09-0587). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Mary Murphy, Rep. Rick Hansen, Rep. Will Morgan, Rep. Diane Loeffler and Rep. Leon Lillie presented HF1231, First Committee Engrossment, as amended (Murphy, M.) Dedicated funding provided for Natural resource and cultural heritage, and money appropriated.

Bob Meier, Assistant Commissioner, Policy & Government Relations, Minnesota Department of Natural Resources (DNR) responded to questions regarding HF1231, First Committee Engrossment, as amended.

Rep. Howes moved to amend HF1231, First Committee Engrossment, as amended. (See attached amendment H1231A67).

Rep. Howes moved to incorporate an oral amendment to Amendment H1231A67, as follows:

Page 1, delete lines 4-7
Page 1, line 4, insert "Page 100, delete section 3"

Quinn Cheney, Director of Policy Development, Minnesota Department of Agriculture (MDA) and Bob Meier, Assistant Commissioner, Policy & Government Relations, Minnesota Department of Natural Resources (DNR), responded to the proposed Amendment H1231A67, as amended.

Rep. Howes withdrew the proposed Amendment H1231A67, as amended.

Rep. Buesgens moved approval of the minutes of Tuesday, May 5, 2009. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Rep. Juhnke moved to amend HF1231, First Committee Engrossment, as amended (See attached amendment H1231A69).

Rep. Juhnke moved to incorporate the following oral amendment to Amendment H1231A69, as follows:

Page 1, line 6, after "state’s" insert "invasive and exotic"
Page 1, line 7, delete "tree pests,"
Page 1, line 8, delete "tree pest"
Page 1, line 11, delete "all statutory"
Page 1, line 12, delete "changes or other measures needed" and insert "recommendations"

THE MOTION PREVAILED. THE AMENDMENT, AS AMENDED, WAS ADOPTED.

Bob Meier, Assistant Commissioner, Policy & Government Relations, Minnesota Department of Natural Resources (DNR) responded to questions regarding HF1231, First Committee Engrossment, as amended.

Rep. Rukavina moved to amend HF1231, First Committee Engrossment, as amended (See attached amendment H1231A68).

Rep. Rukavina withdrew the proposed Amendment H1231A68.

Rep. Murphy moved to amend HF1231, First Committee Engrossment, as amended. (See attached amendment A09-0594X). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Murphy renewed the motion that HF1231, First Committee Engrossment, as amended, be recommended to pass and re-referred to the Committee on Rules and Legislative Administration. THE MOTION PREVAILED.

Rep. Huntley moved adoption of the Health Care and Human Services Finance Division Report for HF1703, First Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Huntley moved that SF1566, Second Engrossment, be recommended to pass and be placed on the General Register.

Rep. Huntley moved to delete the Senate language of SF1566, Second Engrossment and insert House language from HF1703, First Committee Engrossment. THE MOTION PREVAILED.

Rep. Huntley moved to amend SF1566, Second Engrossment, as follows:

Page 1, Delete section 1

Rep. Huntley presented HF1703, First Committee Engrossment/SF1566, Second Engrossment, as amended (Huntley/Berglin) Health care eligibility provisions amended for medical assistance, MinnesotaCare, and general assistance medical care, and Drug Utilization Review Board established.

Rep. Huntley renewed the motion that SF1566, Second Engrossment, as amended, be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

Rep. Thissen moved that HF1328, First Engrossment be recommended to pass and be placed on the General Register.

Rep. Thissen moved to amend HF1328, First Engrossment. (See attached amendment H1328DE1). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Thissen presented HF1328, First Engrossment, as amended (Thissen) Youth violence addressed as a public health problem, prevention and intervention programs addressing risk factors of youth violence coordinated and aligned.

Rep. Thissen renewed the motion that HF1328, First Engrossment, as amended, be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

Rep. Huntley moved adoption of the Health Care and Human Services Finance Division Report for HF0384, First Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Thissen moved that HF0384, First Committee Engrossment be recommended to pass and be placed on the General Register.

Rep. Thissen moved to amend HF0384, First Committee Engrossment. (See attached amendment H0384DE3). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Huntley moved adoption of the Health Care and Human Services Finance Division Report for HF0120, First Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Huntley moved that HF0120, First Committee Engrossment, be recommended to pass and be placed on the General Register.

Rep. Hosch presented HF0120, First Committee Engrossment (Hosch) Health care cooperative arrangement oversight established, rural area health care service access increased, and money appropriated.

Rep. Huntley moved that HF0266, First Committee Engrossment be recommended to pass and be placed on the General Register.

Rep. Fritz presented HF0266, First Committee Engrossment (Fritz) Parental fees modified for services for persons with developmental disabilities.

Rep. Huntley renewed the motion that HF0266, First Committee Engrossment be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

Chair Carlson moved adoption of the Health Care and Human Services Finance Division Report for HF1728, First Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Chair Carlson moved that HF1728, First Committee Engrossment be recommended to pass and be placed on the General Register.

Rep. Loeffler presented HF1728, First Committee Engrossment (Loeffler) Child care programs, program integrity, adult supports, and Minnesota family investment program amended, and home visitors as MFIP employment and training service providers utilized.

Chair Carlson renewed the motion that HF1728, First Committee Engrossment be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

The Finance Committee referred the following bills by memo on May 5, 2009.
