Representative Carlson, Chair of the Finance Committee, called the meeting to order at
8:01 A.M. on Tuesday, May 5, 2009, in Room 5 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Chair Carlson moved that HF1193 be recommended to pass and referred to the Committee on Ways and Means.

Chair Carlson moved to amend HF1193. (See attached amendment A09-0449). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Koenen presented HF1193, as amended (Koenen) Department of Corrections and Department of Employment and Economic Development claims settlement provided, and money appropriated.

Craig Lindeke, Attorney, Office of the Revisor, responded to questions regarding HF1193.

Chair Carlson renewed the motion that HF1193, as amended, be recommended to pass and referred to the Committee on Ways and Means. THE MOTION PREVAILED.

Rep. Kahn moved adoption of the State Government Finance Division Report for HF0905, First Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Kahn move HF0905, First Engrossment, be recommended to pass and be placed on the General Register.

Rep. Doty presented HF0905, First Engrossment (Doty) Commissioner of military affairs authorized to accept uncompensated and voluntary services.

Kathy Novak, House Research, First Engrossment, responded to questions regarding HF0905, First Engrossment.

Colonel Eric D Ahlness, Government Relations Officer, Minnesota Department of Military Affairs, responded to questions regarding HF0905, First Engrossment.

Rep. Kahn renewed the motion that HF0905, First Engrossment, be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.


Rep. Buesgens moved approval of the minutes of Thursday, April 30, 2009. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Rep. Kahn moved adoption of the State Government Finance Division Report for HF1218, First Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Kahn moved that HF1218, First Engrossment, be recommended to pass and re-referred to the Committee on Ways and Means.

Rep. Lillie presented HF1218, First Engrossment (Lillie) State labor contracts ratified.

Greg Hubinger, Director, Legislative Coordinating Commission, testified on HF1218, First Engrossment.

Rep. Kahn renewed the motion that HF1218, First Engrossment, be recommended to pass and
referred to the Committee on Ways and Means. THE MOTION PREVAILED.

Rep. Huntley moved adoption of the Health Care and Human Services Finance Division Report for HF1988, First Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Huntley moved that HF1988, First Committee Engrossment, be recommended to pass and be placed on the General Register.

Rep. Murphy, E. presented HF1988, First Committee Engrossment (Murphy, E.) Managed care plan and county-based purchasing plan provider medical assistance (MA) reimbursement rate information annual report requirement.

Rep. Huntley renewed the motion that HF1988, First Committee Engrossment, be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

Rep. Huntley moved adoption of the Health Care and Human Services Finance Division Report for HF1565, First Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Huntley moved that HF1565, First Committee Engrossment, be recommended to pass and be placed on the General Register.

Rep. Huntley moved to amend HF1565, First Committee Engrossment. (See attached amendment H1565A2). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Kelly presented HF1565, First Committee Engrossment, as amended, (Kelly) Goodhue County; Nursing facility beds consolidated and relocated to a new site.

Scott Wordelman, President, Fairview & Redwing Medical Center, Health Services, responded to questions regarding HF1565, First Committee Engrossment, as amended.

Rep. Huntley renewed the motion that HF1565, First Committee Engrossment, as amended, be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.

Chair Carlson moved adoption of the Public Safety Finance Division Report for HF0108, First Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Chair Carlson moved that HF0108, First Engrossment be recommended to pass and re-referred to the Committee on Ways and Means.

Chair Carlson moved to amend HF0108, First Engrossment. (See attached amendment
H0108A8). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Norton presented HF0108, First Engrossment, as amended (Norton) Seat belt violation made a primary offense in all seating positions regardless of age.


Chair Carlson renewed the motion that HF0108, First Engrossment, as amended, be recommended to pass and re-referred to Committee on Ways and Means. THE MOTION PREVAILED.

Chair Carlson moved adoption of the Housing Policy and Finance and Public Health Finance Division Report for HF0985, First Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Chair Carlson moved that SF0666, First Engrossment be recommended to pass and placed on the General Register.

Rep. Hayden presented SF666, First Engrossment/HF985, First Committee Engrossment (Hayden/Marty) Children aging out of foster care provisions modified.

Chair Carlson renewed the motion that SF0666, First Engrossment, be recommended to pass and be placed on the General Register. THE MOTION PREVAILED.
