Representative Carlson, Chair of the Finance Committee, called the meeting to order at
10:09 A.M. on Tuesday, April 20, 2010, in Room 200 of the State Office Building.

Vice-Chair Benson moved approval of the minutes of Monday, April 19, 2010. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Rep. Wagenius moved adoption of the Environment and Natural Resources Finance Division Report for HF2894, First Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Wagenius moved that HF2894, First Committee Engrossment be recommended to pass and re-referred to the Committee on Taxes.

Rep. Marquart presented HF2894, First Committee Engrossment (Marquart) Watershed district borrowing authority increased.

Ron Harnack, Project Coordinator, Red River Management Board, responded to questions regarding HF2894, First Committee Engrossment.

Rep. Wagenius renewed the motion that HF2894, First Committee Engrossment be recommended to pass and re-referred to the Committee on Taxes. THE MOTION PREVAILED.

Rep. Kahn moved adoption of the State Government Finance Division Report for SF2758, First Unofficial Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Kahn moved that SF2758, First Unofficial Committee Engrossment be recommended to pass and placed on the General Register.

Rep. Kahn moved to amend SF2758, First Unofficial Committee Engrossment. (See attached amendment S2758DE2). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Bunn presented SF2758, First Unofficial Committee Engrossment, as amended (Bunn) Minnesota entrepreneur virtual assistance network authorized, and money appropriated.

Rep. Kahn renewed the motion that SF2758, First Unofficial Committee Engrossment, as amended, be recommended to pass and placed on the General Register. THE MOTION PREVAILED.

Rep. Hilty moved adoption of the Energy Policy and Finance Division Report for SF1537, First Unofficial Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Clark moved that SF1537, First Unofficial Committee Engrossment be recommended to pass and re-referred to the Committee on Ways and Means.

Rep. Clark moved to amend SF1537, First Unofficial Committee Engrossment. (See attached amendment S1537A6). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Clark presented SF1537, First Unofficial Committee Engrossment, as amended (Clark) Energy facility definition amended.

Bob Eleff, House Research, responded to questions regarding SF1537, First Unofficial Committee Engrossment, as amended.

Bill Glahn, Deputy Commissioner, Minnesota Department of Commerce and Director of Office of Energy Security, responded to questions regarding SF1537, First Unofficial Committee Engrossment, as amended.

Rep. Solberg moved to amend SF1537, First Unofficial Committee Engrossment, as amended. (Amending the previously adopted Amendment S1737A6, as follows:

Page 1, line 11, after the word "expended." delete "The provisions"
Page 1, delete lines 12-13

Rick Evans, Director, Regional Government Affairs, Xcel Energy, Inc., responded to questions regarding SF1537, First Unofficial Committee Engrossment, as amended.

Rep. Clark renewed the motion that SF1537, First Unofficial Committee Engrossment, as amended, be recommended to pass and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

Rep. Murphy, M., moved that HF3790 be recommended to pass and re-referred to the Committee on Ways and Means.

Rep. Murphy, M., Moved to amend HF3790. (See attached amendment H3790A2). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Murphy, Rep. Morgan and Rep. Hansen presented HF3790, as amended (Murphy, M.) Funding provided from constitutionally dedicated funds and expenditure provided for expenditure accountability, administration, and governance of outdoor heritage, clean water, parks and trails, and arts and cultural heritage purposes; grants, programs, fees, and accounts modified and established, and money appropriated.

Jim Nobles, Legislative Auditor for the State of Minnesota, responded to questions regarding HF3790, as amended.

Mark Shepard, House Research, responded to questions regarding HF3790, as amended.

Rep. Kahn moved to amend HF3790, as amended. (See attached amendment H3790A1). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.



Rep. Simon moved to amend HF3790, as amended, as follows:

Page 36, line 27, stike "shall" and insert "may"

THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Murphy, M. renewed the motion that HF3790, as amended, be recommended to pass and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.
