Representative Carlson, Chair of the Finance Committee, called the meeting to order at
9:37 A.M. on Monday, April 19, 2010, in Room 200 of the State Office Building.

The Committee Legislative Assistant noted the roll.

Rep. Wagenius moved adoption of the Environment and Natural Resources Finance Division Report for SF1323, Second Unofficial Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Wagenius moved that SF1323, Second Unofficial Engrossment be recommended to pass and placed on the General Register.

Rep. Gardner presented SF1323, Second Unofficial Engrossment (Gardner) Infectious Waste Control Act modified.

Rep. Wagenius moved to amend SF1323, Second Unofficial Engrossment. (See attached amendment S1323A9). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Wagenius renewed the motion that SF1323, Second Unofficial Engrossment, as amended, be recommended to pass and placed on the General Register. THE MOTION PREVAILED.

Vice-Chair Benson moved approval of the minutes of Wednesday, April 14, 2010. THE MOTION PREVAILED. THE MINUTES WERE APPROVED.

Rep. Hilty moved adoption of the Energy Policy and Finance Division Report for HF3033, First Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Rukavina moved that HF3033, First Committee Engrossment be recommended to pass and re-referred to the Committee on Ways and Means.

Rep. Rukavina presented HF3033, First Committee Engrossment (Rukavina) Rebate program established for solar photovoltaic modules, and money appropriated.

Rep. Rukavina moved to amend HF3033, First Committee Engrossment. (See attached amendment H3033A4). THE MOTION PREVAILED. THE AMENDMENT WAS ADOPTED.

Rep. Rukavina renewed the motion that HF3033, First Committee Engrossment, as amended, be recommended to pass and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

Vice-Chair Benson moved adoption of the Housing and Health Policy and Finance Division Report for SF2996, First Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Vice-Chair Benson moved that SF2996, First Engrossment be recommended to pass and re-referred to the Committee on Ways and Means.

Rep. Urdahl presented SF2996, First Engrossment (Urdahl) School concession stands established as a specific category of food and beverage service establishments.

Vice-Chair Benson renewed the motion that SF2996, First Engrossment be recommended to pass and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

Rep. Hilty moved adoption of the Energy Policy and Finance Division Report for HF3414, First Committee Engrossment. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Hilty moved that HF3414, First Committee Engrossment be recommended to pass and re-referred to the Committee on Ways and Means.

Rep. Hilty presented HF3414, First Committee Engrossment (Hilty) Public Utilities Commission supplemental funding authorized, and money appropriated.

Rep. Hilty renewed the motion that HF3414, First Committee Engrossment be recommended to pass and re-referred to the Committee on Ways and Means. THE MOTION PREVAILED.

Rep. Hilty moved adoption of the Energy Policy and Finance Division Report for HF3757. THE MOTION PREVAILED. THE DIVISION REPORT WAS ADOPTED.

Rep. Hilty moved that HF3757 be recommended to pass and re-referred to the Committee on Taxes.

Rep. Hilty presented HF3757 (Hilty) Security transaction security exemptions modified, and money appropriated for the state grant program.

Tricia Grimes, Minnesota Office of Higher Education, responded to questions regarding HF3757.

Rep. Hilty renewed the motion that HF3757 be recommended to pass and re-referred to the Committee on Taxes. THE MOTION PREVAILED.
