MINUTES


Representative Dennis Ozment, Chair of the Agriculture, Environment and Natural Resources Finance Committee called the eleventh meeting to order on Thursday, February 3, 2005, at 8:23 a.m.

The Clerk noted the roll.

A quorum was present.

Representative Dill moved to approve minutes of February 1, 2005. THE MOTION PREVAILED.

Representative Cornish moved to approve minutes of February 2, 2005. THE MOTION PREVAILED.

Representative Ozment gave an overview on the Agriculture, Environment and Natural Resources Finance Committee’s spreadsheet.

Chair Ozment requested Jim Reinholdz, Fiscal Analyst, to review the FY06-07 Spreadsheet and the rider language, JH28 (see attached).

Testifying before committee on behalf of the Department of Natural Resources was Joe Kurcinka, Administrator, Management and Budget Services, at 500 Lafayette Road, St. Paul, MN 55155-4040.

Committee recessed at 9:15 a.m.

Committee reconvened at 9:40 a.m.

Representative Ozment moved Amendment A05-0028 and Agriculture, Environment and Natural Resources Finance Committee spreadsheet before committee.

Representative Hackbarth presented Amendment A05-0028.

Representative Hackbarth moved to adopt the language in Amendment A05-0028. THE MOTION PREVAILED.

Representative Juhnke offered the following oral amendments to the Agriculture, Environment and Natural Resources Finance Committee bonding recommendation:

Page 3, Line 55 - strike "Paynesville to New London and insert
"New London to Paynesville"

THE MOTION PREVAILED.


Representative Juhnke moved to subtract $150,000 from Metro Regional Parks and put it into Como Park Zoo, (Hausman) HF 192.

THE MOTION PREVAILED.


Representative Juhnke moved to subtract $150,000 from Lake Superior Safe Harbors and put it into the Gitchi Gami Trail, (Dill) from 2004 proposal.

THE MOTION PREVAILED.

Representative Juhnke moved to subtract $150,000 from Rural Regional Parks and put it into the Minnesota River State Trail, Wegdahl to Granite Falls Trail (Koenen/Peterson) HF 22.

Representative Peterson spoke to the amendment.

Representative Juhnke amended his amendment to subtract $150,000 from Rural Regional Parks and fund the Minnesota River State Trail.

Testifying in support of this issue was:
Judy Erickson, Parks and Trails Council.

Testifying in opposition of this issue was:
John Apitz, Minnesota Regional Railroad Association.

Representative Juhnke moved to subtract $50,000 from Glacial Lakes Trail and put it into planning and design for Lake Koronis Trail, (Hoesch/Juhnke).

THE MOTION PREVAILED.

Representative Juhnke moved to subtract $200,000 from the Rural Regional Parks and put it into the Chester Woods Trail, (Welti) HF 273.

Representative Juhnke Withdrew his Motion.

Representative Juhnke moved to subtract $50,000 from Lake Superior Safe Harbors and put it into the Chester Woods Trail.

THE MOTION PREVAILED.

Chair Ozment moved that the bonding recommendation, including language and spreadsheet, as amended, be sent to the House Capital Investment Committee and directed staff to make any changes necessary to implement the recommendations.
